Certificate ТР ТС (Customs Union Certificate of Conformity) is a document certifying the conformity of products with the requirements established in the Technical Regulations of the Customs Union.
Certificates of conformity may be mandatory or voluntary, and both have legal force. Mandatory certificates (TR CU Certificate) are issued on a mandatory basis, according to the list of products prescribed in the Technical Regulations of the Customs Union, for compliance with safety requirements.
Voluntary certificates are issued, if products do not fall into the list of mandatory certification, but rather there are no regulations on these products, and the customer requires a certificate of conformity, or he wants to confirm the safety of products or additionally to assure consumers in its high quality. In this case the goods are checked for safety according to existing GOST, or rather in accordance with them, or other normative documents, on the basis of which the production was issued.
The procedure of voluntary certification practically does not differ from compulsory certification procedure. It includes the same stages as the procedure of obligatory certification.

For the current year of 2019 there are 45 Technical Regulations of the Customs Union, each of which has in its content detailed algorithms and rules for testing the safety of certain products. Examples of Technical Regulations — TR CU 008/2011 on the safety of toys, TR CU 005/2011 on the safety of packaging, etc. The obligation of each company, a member of the Customs Union (CU), when importing or manufacturing products must be verified for compliance with all rules and requirements of the Technical Regulations of the Customs Union and obtain a certificate or declaration of conformity or certificate of state registration. Otherwise, the import and sale of goods in the territory of the CU is not legal and is subject to criminal or administrative responsibility. All permits are registered in the unified register of the Customs Union, and are publicly available online resources.

The Customs Union of the Eurasian Economic Union was established in 2010 in order to regulate trade between the member countries of the Customs Union and their trade with third countries. Common customs regulations and tariffs are applied on the territories of the Common Customs Union. For the period of 2018. Five member countries — Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia — joined the Customs Union. The purpose of the Common Customs Union is to bring to unified standards of regulation methods in terms of product safety and compliance with all technical regulations of the Customs Union. Conformity to the Technical Regulations of the Customs Union is confirmed by a Certificate or Declaration of Conformity or Certificate of State Registration (SGR) for both imported and manufactured products. The question of what permissive document you will need must be clarified before importing goods into the territory of the Customs Union. TNVED (Commodity Nomenclature of Foreign Economic Activity) is a classification of goods, created for use by customs and participants of foreign economic activity (Foreign Economic Activity). The essence of the classifier is that each product and group of goods is assigned a unique code and assigned a customs duty.
This classifier is used to ensure the unambiguous identification of goods throughout the Customs Union. HS code is a 10-digit commodity code that is: the first two digits — HS commodity group, the two two digits — details of the commodity item, the next six digits more details of the category of goods. In the documents on the conformity allowed abbreviation and association of goods in groups of 4-6 digits.

Why is there a certification process?
